INTRODUCTION

  
Centre for Agriculture Policy (CAP) of the Institute of Policy and Strategy for Agriculture and Rural development (IPSARD) was established on September 29th 2006 in accordance with Decision 2795/QĐ-BNN-TCCB of MARD. CAP is a public research agency that specializes in science and technology, operates in accordance with the mechanisms of autonomy, self - responsibility and has its own legal status with independent stamp and account.

VISION

 

With a team of qualified staffs graduating from top universities in Vietnam and abroad, CAP aims to become a well-known regional research institute in South East Asia, one of the most important think-tank of IPSARD and the Ministry of Agriculture and Rural Development of Vietnam, as well as a reputable research institute for both Vietnamese and international partners.

FUNCTIONS AND MISSIONS

 

CAP functions as a policy consultant in agricultural and rural development policy for the Party, National Assembly, Government, Ministry of Agriculture and Rural Development, state agencies, international organization and private enterprise. CAP’s particular missions are as follows:

  • Providing scientific basis for policy designing, policy analysis, policy impact evaluation and project/ program impact evaluation;

  • Appraising economic bases, scientific evidences of strategies, policies, programs, projects and planning, etc;

  • Assessing competitiveness and operating efficiency of enterprises and local governments on demand;

     

  • Providing various services including: consulting, training, investment support, decision-making supporting, market development, trade promotion, technology transfer, model construction in agriculture and rural development field;

  • Organizing forums for policy debate among policy-making agencies and stakeholders;

  • Cooperating in information exchange and publishing research results in the form of journals, books and media in Vietnam and abroad.

  • Domestic agencies: consulting agencies of the government, policy research institutes of different ministries such as Ministry of Finance, Ministry of Science and Technology, Ministry of Industry and Trade, sectorial associations, universities, policy research agencies, local authorities, consulting agencies, and enterprises.…
  • International agencies: international sponsors (World Bank, ADB, UNDP, FAO, AusAid, SIDA, DANIDA, SDC, FORD …), institutes (IRRI, ILRI, CCAP, NAFRI, IWMI, CIFOR ...) and universities (Harvard, Stanford, Michigan, Toronto, Paris 1, Sussex, Stockholm, Copenhagen, UWA, Wageningen, ANU, Adelaide, Queensland, etc.).
