Project summary

Public expenditure review is an important activity in order to identify the result as well as the drawbacks in the management of public expenditure of the Government. In recognition of the importance of this issue, the Government of Vietnam has asked and received the commitment of the World Bank in supporting the professional and technical research to implement Public Expenditure Review (PER)

In the agricultural sector, the working group of Agriculture and Rural Development of the World Bank have been assigned to guide Public Expenditure Review in the agricultural sector in Vietnam. Review of public expenditure in the agricultural sector include two reports: (1) Vietnam Agriculture Public Expenditure Review (2) Lao Cai Public Expenditure Review during the period 2009- 2012. The team was on mission in Hanoi and the Lao Cai province from September 21-October 3 to meet with relevant stakeholders at the national and local levels, and scope out the following issues for both the sector and province PERs: identify the relevant stakeholders at the national and provincial levels who will become the key counterparts for engagement, identify the research questions for both PERs, and explore available resources (data and technical) for undertaking both PERs. CAP / IPSARD was assigned as project consultant and had responsibilities to work closely with the task team of World Bank and MARD to implement both PERs.

Project objective

For the assessment of Agriculture public expenditure in Vietnam, specific objectives include (i) to explore financing needs in the field of rural development in order to support the National Target Program on New Rural Development (NTP-NRD) in the period 2010-2020 and the National Target Program on Poverty Reduction (NTP-PR); (ii) to clarify the relevance and effectiveness of coordination within and among agencies / departments in key ministries for agriculture and rural development at the provincial and central level; (iii) to identify the linkage in public expenditure among the agricultural sub-sectors to ensure sustainable agricultural growth and food security in Vietnam.

For the assessment of public expenditure in Lao Cai, research objectives include (i) Review the financial management of local authorities in the period 2009-2012; and (ii) Assessment of the State budget allocations for the province to achieve the socio-economic targets.
