In 23rd August 2016, the state coordination office of new rural program coordinates with Food and Agriculture Organization (FAO) held the workshop: " Getting additional ideas, completing training curriculum for local staffs on new rural program, period 2016 – 2020".
Participating in the workshop including former Minister of the Ministry of Agriculture and Rural Development, Mr.Le Huy Ngo, president of the Association of Agriculture and Rural Development of Vietnam Mr.Ho Xuan Hung, heads of the Coordination Offices for new rural program in 17 provinces, representatives of several agencies and organizations such as IPSARD, FAO, DWC, VNUA, School Managers of ARD 1 and 2 ...and chaired by Mr. Nguyen Minh Tien - chief of the state new rural program’s coordination office.

Curriculum framework were developed by the consultant team including Dr. Nguyen Huu Khanh (Vietnam Academy of Agriculture), Dr. Ho Ngoc Ninh (Vietnam Academy of Agriculture), and MA. Nguyen Ngoc Luan (Institute of Policy and Strategy for Agriculture and Rural Development)
At the workshop, MA. Nguyen Ngoc Luan on behalf of advisory group presented the results of "Evaluation of training needs and proposed training program framework for staffs for new rural program, period 2016 - 2020".

According to the report, due to limitations of training in 2015 (textbooks, teachers, contents, quality, objectives, organizing, funding ...) and new requirements of the state new rural program in Decision 1600 NTM / QD-TTg dated 08/16/2016 of the Prime Minister, it is necessary to review and reassess the implementation of education and training needs in order to build a Framework for training and retraining for staffs at all levels in new rural program in period 2016-2020 in line with the new requirements, build qualified staffs teams to efficiently deploy new rural program phase NTM 2016-2020.
Due to reviewing reports from 63 provinces, reports of the Ministry of Agriculture and Rural Development, survey results in 7 provinces and processing data from 416 questionnaires, learning experience of international organizations and non-governmental organizations (KOICA, FAO, UNDP, OXFAM, PLAN) and consulted experts, the consultants summarized some requirements for training in the period 2016 to 2020 that focusing on: (i) Training subject; (Ii) Training contents; (Iii) Categorizing training content; (Iv) Training methods.
Based on results of training needs assessment, the consultants have proposed a program framework for the training and retraining in period 2016 - 2020. The program framework is divided into 04 main groups: (i) Group 1: Equipping basic knowledge about the new rural program; (Ii) Group 2: Raising awareness about key issues of the new rural program; (Iii) Group 3: Basis skills for consttruction of the new rural program; (Iv) community development skills. There are 20 specific topics were proposed in 4 curriculum groups (groups 1 and 2 to increase knowledge and awareness for all participants, group 3 for specialized staffs, group 4 for local staffs).
The Workshop is basically agree with the proposed program framework because this program specifies training contents associated with training groups, overcome the limitations of the previous training program. Many participants have specific comments on names of some sections as well as rearrange and add a number of other important topics.

After the workshop, the consultants will summarize allcomments to complete training program framework for the state coordination office, then will consult local experts again before the Minister of Agriculture and Rural development issue official training program in period 2016-2020.
