Decision No 315 / QD-TTg dated 03/01/2011 has decided to implement a agricultural insurance pilot program in period 2011-2013. This program has received a lot of attention from government, businesses and citizens and are expected to ensure social security and agricultural development.
However, after three years of implementation, this program is still only at the pilot stage and has not brought the expected results, the percentage of poor and near-poor households participate in agricultural insurance is high,profits from insurance is not enough to meet the amount of compensation for agricultural insurance.
Therefore, GIZ has funded the Center for Agricultural Policy to implement assessment for agricultural insurance program in period 2011 - 2013 to study lessons learnt and propose solutions to expand the agricultural insurance program in Vietnam in the future.
After desk research, the research team of the Center for Agricultural Policy conducted a field survey in Ben Tre and Dong Thap province since 17th August 2016. The team worked with local units including DARD, DOF to learn success, limitations and obstacles in the implementation of the pilot program
The team also coordinated with collaborators at An Giang University to carried out survey on farmers activities in Tan Hong district, Dong Thap province.
