The training course on “Improving capability for board of village development: lessons learned from the Korean new village movement”.

To continue the program of cooperation in the framework of implementation of the program Lao Cai Happiness, for four days from 09/09/2016 - 12/09/2016, at the hotel Sapaly, Lao Cai city, CAP, office of Lao Cai happiness program management consultant and Coordination Office on New Rural Development have jointly organized training course “Improving capability for board of village development: lessons learned from the Korean new village movement” to provide the skills and knowledge needed in the promotion of community activities for the board of village development in the 08 pilot villages.

Participate in the training course, TS. Dang Kim Son - Senior Specialist on Agriculture and Rural Policy, former Director of the Institute of Policy and Strategy for Agriculture and Rural Development; Nguyen Anh Tuan - Director of Department of Agriculture and Rural Development in Lao Cai Province, Deputy the National Program Steering Committee on new village movement in Lao Cai Province; Kim Sun Ho - Director of Lao Cai Happiness Program the Deputy; Bui Cong Khanh – the vice chief of new village program Coordination in Lao Cai, Nguyen Ngoc Luan – the deputy director of CAP with the 28 participants who are all members of the Village Development Committee 8 pilot communes and specialized staffs of 4 communes.

The course are divided into 4 groups of key topics as follows:

(1)     Learned lessons of the Saemaul Undong - Korean and applications in village activities-trained by Doctor Dang Kim Son, on valuable lessons of the spirit of self-reliance, hard work and cooperation, the typical examples, dream village and experiences to generate income of a poor village in South Korea through the period of the new village movement. On that basis, the faculty has clarified the roles and responsibilities of the board of village development and the necessity to build the spirit of "diligence, self-reliance and cooperation" of village communities based on the practical conditions of the 8 pilot villages in the program.

(2)     The necessary skills for the board of village development in the work of community leaders-trained by Master. Le Truong Giang, on the guideline and the providing the needed skills of a community leader in the implementation of community development activities, including communication and community advocacy skill, the skill of preparation, organization and conduction the meeting and the skill of resolving conflicts and building consensus in the community to apply in the daily community activities in the Lao Cai Happiness program and other local programs

(3)  Organization of implementation, monitoring and evaluation of community development activities-trained by the Master. Nguyen Ngoc Luan and Master. Thai Van Tinh. In this lesson, the students re-look at rural development plan supported by the Lao CAI Happiness program, then apply trained skills to arouse the internal potential of community associating with external supports.

What will we do after the training course? In this context, participants viewed the film “the determination to build the new village”, then met, exchanged and discussed with Ms. Nguyen Thi Hien- the Deputy Chairman of Dì Thàng the vegetable production cooperative, which is the typical models of Lao Cai in promoting the spirit of self-reliance, hard work and cooperation in the development of production and business activity for locals.

The participants were presented gifts and certificates of attendance.

Within the framework of this program, CAP and Office of Management Consultants Lao Cai Happiness Program coordinated release document on capacity building of community development for the village development committee, served to the participants in the process of implementing the activities. This document is a product built from the experience of 15 years of implementing the community development work of the Master. Nguyen Ngoc Luan and the support of Dr. Dang Kim Son, and the individuals involved, promises to be a valuable reference for organizations and individuals working in community development in the near future.

End class, Coordination Office of New Rural in Lao Cai and Lao Cai Happiness Program have awarded certificates of completion of training courses for participants.
