The process of economic reform in Vietnam in recent years has recognized the achievements of rapid economic development, especially in the field of agricultural and rural development. Inside, cannot no mention the role of a bridge for small and medium enterprises (SMEs)- the economic factors is growing very strong and active. Recognizing the important role of SMEs and the need to support the development of SMEs, the Ministry of Agriculture and Rural Development has approved the project "Research building policy proposals to support the development of small and medium-sized enterprises in the agricultural sector 2 and 3 stage" sponsored by the Spanish Agency for International Development Cooperation (AECID) and delivered to the Institute of Policy and Strategy for Agriculture and Rural Development done. Based on the collected data, the specific activities of the project proposed is to implement a descriptive analysis of the situation of agriculture and rural SMEs in Vietnam. Through the comparative method and descriptive statistics, the report makes general statements about the situation of SMEs in Vietnam in 2009 and has then made 16 policy recommendations to enhance the effectiveness of supporting these enterprises.
